The Human Resources Strategy for Researchers (HRS4R)

English version Versión en castellano

The European Commission’s EURAXESS Rights initiative aims at better employment and working conditions for researchers throughout Europe, thereby helping to enhance the attractiveness of European research careers. One of the cornerstones of EURAXESS Rights is the implementation of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers, adopted by the EC as a Recommendation to the Member States in 2005. The Human Resources Strategy for Researchers (HRS4R) supports the implementation of the "Charter & Code" principles and provides for the award of the 'HR Excellence in Research' logo to give public recognition to research institutions that have made progress in aligning their human resource policies with these principles.

The UJAEN signed on November 2018 and sent to the European Commission the declaration of commitment to de principles of the “Charter for European Researchers” and the “Code of Conduct for the Recruitment of Researchers”.

The HRS4R strategy is a tool launched by the European Commission to support universities, research institutions and organizations that fund research in the application of The European Charter for Researchers and The Code of Conduct for the Recruitment of Researchers, which aim to contribute to the development of a European labour market attractive for researchers.

The charter and the code of conduct are recommendations made by the Commission to Member States, which are invited to apply them voluntarily:

  • European Charter for Researchers: The European Charter for Researchers is a set of general principles and requirements defining the roles, responsibilities and rights of researchers, entrepreneurs and funders.
  • Code of Conduct for the Recruitment of Researchers: The Code of Conduct for the Recruitment of Researchers, which does not differ much from the standard rules on hiring, stresses the importance of open and transparent procurement procedures, and also of diverse and experienced selection teams.
